Color processing stop baths should include sod. bisulfite and should not be much below pH 6-6.5. My water is also alkaline in pH 8-8.5 range but it does not appear to affect the pH of the mixed stop bath. I mix developers using distilled water. I always set pH for all solutions using base or acid as is needed to be properly in range.
