Color processing stop baths should include sod. bisulfite and should not be much below pH 6-6.5. My water is also alkaline in pH 8-8.5 range but it does not appear to affect the pH of the mixed stop bath. I mix developers using distilled water. I always set pH for all solutions using base or acid as is needed to be properly in range.

I mean I used to just rinse, and not have a problem, rinse period must include more development.

The simple use of that stop resulted in much clearer frames.

I'll try a bisulfite pH 6-6.5 stop bath with this film next time and see what its like.

My dev pH seems to be ~10.29

I would have to disagree.

Color stops can be as low as 4.5 and do not need bisulfite. I use a plain 1 - 2% Acetic Acid stop with RA papers with no problem.

This is based on actual development work that I undertook at EK.

Once I get some good quality fresh C-41 film and verify my processing is "fine", I'll do another CuSO4 test.
