Will a Wollensak 138mm f/4.5 Raptar in a Graphic shutter cover an 8x10?

No.
It covers 4X5 with some movements only. I've never heard of a 138mm but 135mm is common.

It only just covers 5x4 It's a Tessar type lens so there's only room for a small amount of movements.
