Perusing vintage paper on ebay, and I'm wondering if the Velox I see might still be useable. That is, is it fogged badly or not too badly? It stopped being produced long before my time, and I was interested in trying it out.

Alternatively, is there a modern equivalent?

It might be fine, maybe lower contrast. I have some vintage postcard paper that has no fog. I don't even have to use potassium bromide on it.

There's a box of it on eBay right now, sealed, but I would hesitate to pay the asking price (I think the paper is fine but the price is too dear).

I have no problem with age fog on Velox or Azo.

It certainly can (be good), Jason.
I have a number of boxes of 7x11.5cm Velox (made in Harrow) in grades 2 & 3, "rescued" from the darkroom remains of a long-deceased photographer.
Despite being somewhat over 60 years old (I'd estimate), they print with some fogging, but perfectly usably when some anti-foggant is added to the developer to combat that.
The tones are really beautiful.
They also lith, with a bit of coaxing.
A properly competent printer would be able to make something rather special with it, I imagine.
