English by-laws are for trivial civil matters such as parking restrictions, overnight assembly, drinking alchohol in public, etc. Nothing to do with criminal law which is consistent across the whole country.

Whilst it's true that bye-laws are local ('bye' = town), it's not true that they have nothing to do with criminal law. Failure to comply with bye-laws is a criminal offence for which the offender may be liable on summary conviction.
