Color prints coming out wildly underexposed

Having issues with RA4 processing. Using expired Tetenal chemistry developer, 2% acetic acid stop bath, blix, and prints are coming out wildly underexposed. Shadows are slightly cyan, but this may be a problem with the exposure. Otherwise nothing is showing up. Has something gone bad, is expired chemistry useless?

Your prints are not under exposed but under developed. The reason is bad developer.

I will second a stale or over used developer. hence the cyan shadows and under development rather than under exposure.
