Ok - not exactly "clumpy," but the stock is heavy with undissolved particulate.

The packages were mixed according to direction (following temp guidelines, stirring with a chemical paddle, etc., or the same way I've done it for years!) and were well within the stamped "use-by" dates. The powder was dry and free-flowing when poured.

Any thoughts on what I may have/could have done to cause this? Or, if I didn't mess up, any other ideas?

I haven't used any yet, so I don't know if the performance is affected. I'm planning to strain it through a paper coffee filter when I mix the working solution.

Thanks in advance!

Usually I've found that these un-dissolved crystals will dissolve if left in the bottle overnight, but if they don't just filter them out as you mention. Unless there's rather a lot your developer should be fine.

Welcome to APUG by the way

Thanks Ian - and thanks for the welcome. I've been lurking here quite a while.

I'm not too worried about the developer; it was just a curious situation I wnted to see if others had experienced.

You know, I would not even bother filtering the solids. Once diluted to working strength, the undissolved bits will most likely go into solution. If they don't, no matter. They won't hurt anything.
