Leica 9cm f4 Collapsible that I found looks ok but looks like cleaning marks to me but what you do all think? I'm shooting a roll today to test if it effects the image quality but we will see sooner then later. Hard to photography with my iPhone but the circular marks are very uniformed.

It looks like the lens was cleaned with steel wool.
 
I saved a copy of your photo to my hd then looked at it at 200% with photo viewer. The cicular pattern is the internal barrel of the lens. Lots of dots all over the lens. I would disassemble the front element and clean all surfaces tghen reassemble before use. I cannot tell if its dust, mold, fungus, or other alien debris on the inner surfaces of the front elements.
 
I agree. It looks like the internal barrel to me as well. Cleaning marks would never be that consistent unless its previous owner was a robot.
 
With closer flash light test I believe your right Shutterfinger and Jim10219, circular pattern that I am seeing is the internal barrel of the lens. I will post images later just developed a few rolls in my lab, will post scans when film is out of the drier. Thanks everyone for the responses.
