This is a simple match-needle selenium cell light meter made in Japan, Circa 1980's ?
Of course, no batteries are necessary, as it is powered by ambient light.
The TK79 meter is lightweight, very simple to operate and quite accurate.
Be aware that selenium cell meters are generally not very sensitive in low light.
