For use with these lenses: TS-E17mm F4L, TS-E24mm F3.5 L, TS-E24mm F3.5L II, TS-E45mm F2.8, TS-E90mm F2.8
You now know as much about it as I do!
It came on a Canon I bought, but I have no TSE lenses

I have two TS-E lenses and I think one might want that adapter when using a TS-E lens on a tripod with a body that doesn't have a motor drive, battery grip, or wireless grip on the bottom, and where you can't position the camera far enough forward to prevent the tripod platform from interfering with the lens movements.
