I have what I believe is a canon IIc but unlike all other versions of the IIc it has an EP marking under the Canon marking. I read somewhere that this indicated that it was sold through the military to a WWI veteran but I have no idea if this is accurate. Anyone have an idea what I have?

Not WW1 but WW2. "EP" engraved cameras were sold at the military PX stores. While not terribly common, they're not that unusual either.
