I know that the F-1 New is designed to operate between 1/2000th and 1/125th (and Bulb and Flash) without a battery. But my camera also "works" at all shutter speeds without a battery. Is this normal?

I was just testing it out this morning, and my expectation had been that the shutter wouldn't fire at, say, 1/30th of a second. But it does fire.

Without the battery, it fired at all speeds, but the slow speeds definitely did not sound accurate. (The slow speeds all sounded like 1/60th or so)

ah, phew. This camera has been problematic for me, so I'm glad to hear that this feature is working correctly.
 
That's correct shutter speeds from 125th too, 200th plus flash sync at 1/90th and B without batteries which is phenomenal and if you set any other speed without batteries it sets about an unregulated 1/60th. I use three of them regularly.
