Can photoflo be mixed with kodak final rinse?

I'm using the flexicolor chemicals and the final rinse is giving me issues I never had before. My negatives are always covered in left over residue that's hard to wipe off. I didn't have this issue using the unicolor or tetenal presskits.

All of my chemicals are mixed using distilled water.

Would there be an issue if I mixed in some photo-flo with the final rinse?

My understanding is you should NOT use photo-flo with C41 processing.
In commercial C41 there is a final rinse just like you explained.
This is the Fuji final rinse.

Modern film doesn't need a stabilizer bath.

What kind of residue are you getting?
Have you a photo of it on the negs, by any chance.

The final rinse already has surfactant in it, so adding more isn't likely to help.
Have you checked the dilution of your final rinse, and have you tried using tap water to mix it instead?

Wouldn't tap water be worst than distilled?

I mixed 9ml of solution in 991ml of water.

Try tap water and see if it makes a difference. Often you will find that with distilled water you need far less surfactant than the bottle states, otherwise you get residue. However, I wouldn't attempt this with colour stabilisers as while they are mainly photoflo, the other anti-microbials etc may end up too diluted and affect the long-term stability of the film - unless you want to spend many hours on accelerated aging tests.
