Can anyone offer traditional optical enlargements from 4x5 color negatives?

A colleague of mine wants to present a group of 16x20 color enlargements as a unified "late career" artistic statement. The condition is that the work flow has to be 100% analog including optical enlargement onto color paper. RA 4 seems to be the only possibility but all the professional laboratories now do a scan and print sequence for obvious commercial and business rational reasons.
Is there a member of PHOTRIO who would consider taking on this 100% analog work in a private capacity? I understand that the budget for this project, while not infinite, is sensibly generous. My colleague assures me he has plenty left over from his hobby of racing Porche and BMW automobiles!
