Can anyone identify this? A friend of mine is in PA and this was at a gift shop. He said it was less than $100... If its something good I'll have him pick it up.

it looks to be a plate camera, probably a 4x5 with either a rectalinar or anastigmatic lens.
the shutter might still work, the bellows might need some elmer's glue + india ink ..
it might need new ground glass too ...
not sure what the format is, i said maybe 4x5 but it might not be ...
if its 4x5, you can probably get plate holders for it, and those sheaths to use film ( or paper )
or you can just stick a modern 4x5 ( or whatever size it is ) film holder in it and just expect the focus
to be a smidgen off seeing you are not shooting glass plates.
you could also get glass plate holders ( whatever the size ) and coat your own glass plates
with store bought or hand made emulsions ...

have fun !

My guess is it's a 4x5 camera from about 1905. Look for a model or maker's plate somewhere. My guess is something like Pony Premo. I'd pass unless it's free.

Note the bellows are wrecked. That will cost more to replace than the camera is worth.

When buying these little folders, it's best to wait for one in excellent condition. This one is in about a 1 out of 5. I'd pass.
