Here is an image I came across by photographer Allan Teger. it's a hand-pained B&W image. I'd be interested in any thoughts on what techniques and effects (not just the hand painting) were used to achieved this look, both during capture and during processing - I'm quite intrigued.

Marshall Oils are commonly used by photo students ... there once were Kodak Retouching Colors, which can be very subtle/realistic and were intended for gelatin or resin-coated surfaces (color or B&W). I found a set earlier this year...not cheap.

That diner image may tell us that, rather than using brushes (inherently not good for closely-defined sharp edges), he relied on knife-cut friskets.

There are also Peerless watercolor photo colors. They can be diluted or used directly from the sheet. They wash very evenly so are good for large areas and can be used from an airbrush too.
