Technically: it depends. Modern c41 rinses are in principle not the best choice. The dyes in ecn2 film are likely not stable unless treated with formalin. Modern c41 rinses often don't contain it (or a precursor). The problem will not be visible at first but may pop up in a few months or years.

Vision 3 films don't require formalin. Like any modern CN film. We've discussed this a while ago. Don't know about other and older films. The ecn2 specs don't contain formalin.

If your c41 rinse has a biocide in it, then it is even better than the original rinse.

Yeah I recall that. Still confuses me to be honest since the dyes are chemically supposedly similar to chrome dyes more than CN (c41) dyes - they use cd3 as a development agent after all. It's still not clear to me how different the dyes are between chrome and ecn2. Maybe you're right and formalin is not required.

CD3 and CD4 have the same active site and the same reaction mechanism, which is why you can cross process C41, ECN2, and E6.

Formalin scavenges any left over couplers, from what I've learned here. That is not specific to the developing agent. C41 films had had the same problem.

For CN films the manufacturers invested in development of a means to make the film stabilise itself without formalin.

You could do the same for E6, but it i would cost development money and it apparently didn't make enough money in the 90s to justify that.
