There are likely fairly large, fixed, set-up and take-down charges every time Eastman Kodak switches from one production setup to another.
Remember - it isn't the film cost that makes it expensive. It is all the other costs.
As far as I can tell, Fuji doesn't offer bulk rolls, but they do offer bricks, and it's strange, but checking B & H I found that it was hit or miss with the pricing. Some stuff was the same price either way, and some would show a savings, but the biggest savings was about $1 per roll. I didn't check every emulsion, however.
Recently, Freestyle offered what appeared to be a very limited (and possibly rare) stock of short-dated bulk Fujicolor Superia 400. I was able to order 5 bulk rolls, and it seems like a few other members also managed to snag a few:

I remember back in the late 90s I used to get short dated bulk Plus-X for $10 a roll. Those were the days!
If you want to shoot Kodak and continue to bulk load, you can do what Gerald above does and use Eastman Double-x 5222. It is a good film. It used to be easily available in short ends for pennies a foot, but those days are long gone. It is still a better deal than Tri-X. I use it.

i still have some legacy pro 100, acros, in bulk as well as some provia 100 and just bought some of the above mentioned superia 400. to bad it seems they stopped. i would love more color film in bulk
I bought a bulk roll of that superia. I also got a bulk of triX several months back when it was on quick sale/short dated from B&H for same price double X is all day long. Just have to be patient sometimes and the deals pop up. In the meantime, I buy bulk ilford and kentmere films.
