I can't find my manual, but had a look at the back.
"S" means Start, then there's a bit more winding before you're ready to shoot. That's correct. Since I couldn't find the manual I'm not sure about the number of frames, but I think a 36 exposure film gives about 25 frames. Could it be 17 on a 24 exp. film? Anyway those numbers are marked in red on the counter.
Loading: The cartridge goes in "the wrong way", at least it feels like that. Then the film goes over a roller through a sharp bend,
under the window, around another sharp bend over a roller, and onto the take-up spool. When the insert is inserted in the back the cartridge is bound to "pop out", just stuff it back in. Start with the take-up side; it's easier that way.
I think I advised you to wast a roll finding out how to do this - it's still my best advice! If you get it loaded correctly, you can expose it too, this is the ultimate confirmation that you're doing it right
