Bleach and C-41

Is there a non destructive test I can use to find out if all the silver has been bleached from C-41 film?

No, not in our hands. But, side by side comparisons of images can tell.

If you have a film scanner, try scanning with IR dust removal option, also known as ICE. If you get a pixelized scan, there is still silver in the emulsion.
