I this developer to used full strength or diluted?

This developer is used undiluted, the BJ says that it is cheap to compound, but cannot be used repeatedly.

The BJ also recommends this developer for the Still Development (i.e. Water Bath Development) of Bromide Prints.
“By this method, prints are merely soaked in developer and are then placed in clean water, there to lie absolutely still until seen to be fully developed. Exposure should be fairly full.”
