Yes, he stated in the post that I quoted that he received a letter and the change was in the fine print. Thus, my questions. It must not be a widespread change because I have never received a notice nor did other people in this thread.

Sometime last year, I received a 'notification' from the Canadian Paypal Centre (Toronto) indicating that I still 'owed them' money'...which I thought somewhat 'strange' since I have never used (and probably never will make use of their services)
I responded with "Show me the details"... Paypal got somewhat 'upset' when they found they were unable to so do.
I indicated that my lawyer might be somewhat 'interested' but they could not come up with any 'details' of WHAT' and "HOW MUCH and WHEN had been charged to the 'account' I've never had. .. and as of to-day still have not received a reply with any details.

I now have to wonder about 'how many' people actually 'fell 'for the Scam

lot of scammers fake they are PayPal... probably had nothing to do with PayPal but someone scamming you to give your personal info to them...

To answer lingering questions about my original post: CitiBank told me that I was charged $10 because [note: CitiBank said] that PayPal changed their policy. I have not been able to find any change in PayPal, this one is on CitiBank.

cut and paste the link I provided earlier in this thread, it is from paypal's user agreement ( https://www.paypal.com/us/smarthelp/article/FAQ499 ) , and contact citi through their website/resolution center type thing regarding that charge, tell them PayPal NEVER changed their policy and never had that policy. you can also go to the help / message center area of PayPal and ask them directly and make a screen shot of their answer and attach that as additional documentation. call and "escalate" your problem at city ( ask for a supervisor ). when I called city ( I have them too ) they told me they don't do that and won't do that with PP charges.
