When it says Beutler-Pyro and dilution 10+10+978+2
what does that mean?

I have the PDF somewhere with the Beutler-Pro formula, it was really just the authors experimental developer. It's not actually a Willie Beutler developer.

The Will Beutler developer is a high acutance formula, it's not fine grained.

it means 10 of solution A, 10 of solution B, 978 of water and 2 of solution C.

A,B and C are listed in the fomula.

It actually means take some water say 500ml add 20ml A then mix, add 20ml B and mix, add the 2ml of C then make up to 1 liltre with Water. If you mix the concentrates of Part A and B together before adding water you'll get oxidation of the Pyro,

I was not able to find the formula but it appears to contain ammonium thiosulfate which can cause severe fogging with some emulsions.

Just what the world needs another pyro developer.

I wanted to mix up Beutler from scratch and then came across saw this formula and I assumed it is referring to the PMK

From what I gathered Beutler is for fine grained film (lower than 125 ISO).

Please show the formula you have for "Beutler", and tell us where you found the formula. Beutler like may people made many different formulas so we have no idea what yoou're talking about unless you show us the actual formula.

In photograhers formulary you can view the info / datasheets for the products which tell you what the chemicals are are and how to use them.

Pyro can mean Pyrogallol or it can mean Pyrocatechin. You must be very specific when asking about formulas.

Regarding Pyro I don´t know - as I just saw this combination on Digital truth under Beutler and wondered what it is.
I will just omit it and go for Beutler.
Has anyone tried Beutler and Orwo NP15 or Orwo NP20? - I have a fair amount of these and wanted to try it in Beutler.

that isn't a pyro developer. Its Neofin Blue which is completely different than a pyro developer.

Agfa/Orwo 15 and 20 are Cine developers, the first for Cine negatives, the second for Cine positives and also papers, nit ideal for normal use as they aren't fine grain developers.

The massive development chart is full of inaccuracies and badly presented information.

The 10+10+978+2 are supposed to be ratios but the way its presented is meaningless unless you know what it means already already.

For the Neofin Blue formula you have given the ratios would be...

75 parts of water + 10 parts of A + 10 parts of B + 2 parts of C + 5 parts of water. The much more meaningful instructions are found in the web link you gave which clearly says:

750ml of water + 100ml of A + 100ml of B + water to make 1000ml in total.

I don't think Beutler-Pyro is a commercially available developer.

With formulas and working solutions the chemicals should be listed in the order they are meant to be added in, and that includes the water.
