Beseler 23CII dual dichro bulb won't turn on?

Hello all,
I have a lightly used Besler 23CII that was stored for over 20 years. Tested it recently and discovered the bulb will not turn on. The fan turns on, the Cond. indicator light turns on, the red and blue dials illuminate but nothing else. I tried a back up bulb but still no light. A friend tested the fuse and heat capacitor and said they looked ok.
Any one know what's wrong with it? Would appreciate any advice or suggestion from those more knowledgeable than I.
I never used it before, it's more advanced than the good ole basic black and white enlargers I used before, am I missing something basic?

Possible if you leave the filter level in the white light position. Move the filter level toward you to put the dichroic filter in the light path. It's a feature of the head to prevent you from exposing the paper with no filter. Of course after the light is on with the filter in you can move the filter out to focus. But after you turn the light off you must return the filter in position before turning on the enlarge.

Interesting, I did notice that leaver and tried moving it but maybe not in the off position. Will try that again. Do you know where I can find a manual online?
