I've done some rooting around online. Based on that, it seems that the story could be constructed as follows:
The Berophot brand was used by
German firm Beroflex, which rebranded (or had contract manufactured for them) 3rd party photo equipment, notably camera lenses, but apparently also enlarger lenses. The Berophot lens you've got was probably made by lens manufacturer Wilhelm Will of Wetzlar, going by the
information on a similar Berophot 50/3.5 lens. They sold (I assume)
the same lens under their own 'Wilon' brand.
If you search online for the 'Wilon 75 4.5' you may find more information that matches your lens. E.g. this thread pops up; perhaps you recognize your lens there (but with a different brand on the front ring):

Note the difference in barrel construction. I'm not sure whether the optics are also different.
By all accounts it looks like a budget lens. I'd expect performance to be mediocre when used wide open, but since it's an enlarger lens, that's not how it'd be typically used. Stopped down to f/11 or so I'd expect performance to be just fine. Contrast may be a little lower than on higher quality lenses, but you'd have to do a side by side comparison on color prints to really see that. As to the aperture, since an enlarger lens is used only at its plane of sharp focus, aperture shape really doesn't matter. Perhaps this lens would not be very suitable for use with a point source enlarger, but those are rare as hen's teeth anyway.
I would not necessarily call this lens a 'dog'. While it may not be stellar, I expect you'd be hard-pressed to tell the difference between prints made with this lens and a more premium lens at least on small to moderate enlargements.
