This is a wide Plasmat like the old Ross WA design that saw lots of military action. This one gives evidence of belonging to Unc Sam's Navy at some time. This is a Cold War legend.

Plasmats work at f5.6, so an f4 plasmat is an oddity. You'll find this lens has some lovely signature Bokeh at f4 that you wouldn't see with an ordinary f5.6 plasmat.

While the aperture works fine, there is no scale. One has to wonder if these were only used for aerial work and always wide open. It won't be hard, with the nice round multi-blade aperture, to scratch in a useable aperture.

Shutter purrs like it was new yesterday. This is coated and has the BnL yellow Dot. Stopped down a little my guess is the line pairs / mm was classified information.
