B&W slides: ORWO-829 - fog problem

Hello

I try to use ORWO 829 as 1st developer for BW slides. I search high active developer with relative short development time, because my current PQ 1st dev working 15-20min.
For ILFORD Surviellance P3 200 (real ISO 125, @125) I found that good time is about 9-10 min. But problem that fog present on the slides. (there was a url link here which no longer exists)

Sodium sulphite 25.0 g
Phenidone 0.2 g
Hydroquinone 10.0 g
Sodium carbonate 20.0 g
Potassium bromide 6.0 g
Potassium thiocyanate 6.0 g
Sodium hydroxide 5.0 g
Water to 1 litre

I see two solution for solve fog problem
1) Increase Potassium bromide or add some amount of Benzotriazole. but activity of developer will be less and development time will be increased
2) Increase Sodium hydroxide and decrease development time to 3-4min

Because I'm need short dev time - 2nd solution is more preferable. What do you think about this? Any suggestion are welcome
