B&W at night - ISO, aperture and shutter speed

I was wondering what some good settings are for B&W at night. I'd like to just set the camera, and then not meter but just walk around and capture what I can. So, for example, would ISO 400 with a wide open lens at 1/30th of a second do the trick?

Example lighting conditions:
- park / parking lot lit by lights
- road viewed from a distance
- street with stores and overhead lights
