Interestingly, this instructions manual of a developing dish from early 20th century talks about a two bath developer (Meritol-caustic) that uses a wetting agent in bath A!

The reason I said it was funny (odd) to think of adding photoflo to developer was specifically beause Kodak said, in many places, not to. Instruction sheets like the one above may be the reason, since it could cause some confusion with amateurs, leading them to water down their developer. Or there may have been some other reason - I never saw any actual explanation.
No drag in the film but underdeveloped, in my opinion. That might be a result of the fact that my two baths are now about a month old, but I think it's because bath A is not strong enough.
