That looks like a knockoff of the common Saunders easel - the knobs move the blades up and down/back and forth, so it's easy to precisely frame up a given size.

I'm basing the following comment on my Saunders 16x20 easel, but... I can print 20x24 on that easel, as long as I don't mind borders of about 3/4" (And I like a good sized border on a large print). You just stick the paper in without pushing the edge into a slot. So for a slight compromise, I have a solid easel for all standard print sizes, that's not massive and was much more affordable (and cheaper to ship) than a 20x24. (Sure, I'd love to have a 20x24, just don't want to pay for one!)

It looks to be bigger than 20x24, so it will take up quite a lot of real estate on your base board. It also looks like the size scales may be metric, so you may need to do a little adaptation depending on how comfortable you are use metric units. Other than that, it looks to be a perfectly fine easel.
I'd buy it if I were in the market, and the price was reasonable. Stick-on inch scale tape is available easily enough to convert it to English units if you need.

t also looks like the size scales may be metric,
Zooming in on the tape measure reveals "1F" over the indicator for "12", so I think that the units are inches and feet.
That is a big easel!

That to me looks like a Dunco. Very nice tool to work with. I use one and it is great. The gas pressure spring may loose force over time; I had to replace it on mine.

It is a Dunco easel. They are very purposeful machines. The “gasfeder” can be ordered as a replacement.

The second photo shows the brand called "Hahn-Gasfedern".
I think that is the name of the spring lifter, not the easel itself.
