Arista Ortho Litho 3.0 issues

I'm shooting 8x10 ortho litho using the a/b developer. No matter what I do, my film is coming out crystal clear with nothing on it. I'm developing 1:1 for 2.5 minutes per instructions but nothing. I've even tried using D76 as well as the A/B powder 1:3 for 9 minutes. I'm fixing in Rapid Fixer for 5 minutes.

Anyone have any ideas what I'm doing wrong?

It sounds as if there is no light getting to the film at all. Not likely that the developer is so exhausted as not to even show a glimmer of a picture.

How many have turned out this way?
