i've really enjoyed his work ..
his "society picnic/lifestyle" photography reminds me
of Un dimanche après-midi à l’Ile de la Grande Jatte by Georges Seurat.
and his images of kites / airplane remind me of the images taken
from kills hill / kittyhawk north carolina when wright brothers were flying ..
his work all has optimism

It is caused by focal plane distortion of the image. A slit in the blind transverses the film while the car is in motion, thus different positions of the wheel are recorded at different points in time.

I believe that effect is caused by a focal plane shutter that travels vertically rather than horizontally.

Not only is the effect apparent with the car's movement and use of the focal plane shutter, but he also panned the camera, which is why the poles are also at an angle.

That is correct and the speed of the slit in the blind will determine the amount of distortion in relation to the speed/angle of the car. On the original post Lartigue was also panning the camera at the same time. Hence the sloping people.
