Anyone familiar with VELBON PH-275 or PHD-64Q tripod heads?

I was wondering if anyone has experience with these Velbon tripod heads and their use with 4x5 field cameras?

I know that they are not current stock, but I cannot find any reliable information of first hand accounts. Any info., 1st or 3rd hand experience with them would be greatly appreciated!!
