The serial number is roughly 1883/4. It's an 11" f8 lens, it covers Whole Plate 8½" x 6½" (as marked) at wider apertures and 10x8 at smaller apertures according to Dallmeyer's own adverts.

According to the Dallmeyer archives, this lens was made in 1884, as saying in the title.
Dallmeyer was established in London in 1860.

And, according to its inscription, the lens was intended to 8½x6½" plates, as saying on the description.
