Is it this
stuff ?? If so, process a piece exposed to daylight. If it is working as expected then that should result in a clear piece of film. If it does not work, then try developing a piece that has (supposedly) never seen light - that should be completely black of course.
Those quick tests will suggest whether the film is what the label says it is, whether it may be relatively insensitive, whether it may be fogged etc. etc. At least you will have an idea of which direction to test further, using a different developer for example (half dead chems might give the symptom you describe).
