FED-2, Zorki-6 with 50mm prime on it from seller who does CLA before sale. Well under $100 priced are available.
Oly XA as 35mm prime lens camera. Also available under $100.
Under $200 in total with lenses.

Barnacks are cute and under $200 now, but CLA isn't cheap for them at all.
And 50mm, 35mm lens with VF will add another $200.

My wallet is flexible, so taking in account both quality an money.

what would be the best price/value investment for a SYSTEM rangefinder ?

Note that I am not asking about the best camera, nor about the cheapest, but that SYSTEM rangefinder camera in which I can get the best for less.

I think the new Cosina Voigtlander cameras are the best value for the money. They also tend to take either LTM or M mount lenses, so you can use a wide variety of lenses, from inexpensive Russian Industars to pricey Leica glass.

The KMZ russian Moscow 5 has a coupled rangefinder and is pretty reliable. I've picked one up for $70 and one (brand new in the box) for $90.

Leica, best for less is a Leica with a 3 lens set. In total - Leica is still the best for the money, most of the other systems are long in the tooth, repair and maintaince will be a problem, some lens are good some not so good. With Leica you get a total system, wide of lens, servicable. If you have really deep pockets you can a digital body.

Any M-mount camera (so some of the Bessas, Zeiss Ikon, Leica) with a few LTM–M adapters and possibly Amadeo's Contax–M adapter as well. Then you'll be set to use most RF lenses.
