Assuming that's lime scale from hard water (or a combination of that and rust), I'd start with Coca Cola.
Seriously; it's got enough phosphoric acid in it to dissolve lime scale and (mostly) remove rust. Diet Coke also works, AFAIK. Pour in enough to cover the scaled/rusted parts, wait 24 hours, and check. Add more Coke if needed, keep checking daily until what's left will come off with a bronze or stainless wire brush.
Most other brands of cola won't work, BTW -- Royal Crown might, but Pepsi and most generics will not. They use citric acid instead of phosphoric, and that won't attack the rust the same way.
You will have to see what works to clean that.
After I cleaned mine about 8 years ago, I now use a turkey baster to get all the water out after use and the inside still looks like new.
sticky sugar residue
