The 25' Kodachrome II roll came out of the can as 25' of 16mm film (with twice as many perfs). There was no leader at all (the leader was added after processing). This is why your movie would have light-struck segments: when you first threaded the film into the camera, the film being struck by light at that moment will appear as light struck segments at both the beginning and end of your movie. At the mid-roll flip, the film being struck by light at that moment appears as the light struck segment in the middle of your movie. Obviously, you have to splice these out. However, the unexposed film came with no leader - at least K II didn't.
As for your 33' Foma, that gives you an extra 8' when loading it into the camera. After the film is split, you'll have an extra 8' at the beginning and at the end.
