The etheral look of Kodak infrared film comes from its absence of an anti-halation layer. Can this effect be simulated on regular B/W film by using an appropriate filter? Thanks for any suggestions.

no filter can simulate this effect, beacuse it is dependend from the amout of light that hits the film (the actual local exposure).
Most anti-halation dyes and coatings can be washed out. But you'll have the problem of drying the film in total darkness.
Washing the film is about the only way you can get some of the effect of halation though not much of the IR look. And washing film and drying it fraught with danger.
