I'm thinking about upgrading to a 67II body. I was looking on KEH, and in the description it said that the body has TTL metering and LCD display (it says you have to have the AE finder for AE functionality). Does that mean it has LCD display metering with just a regular non metered finder?

Nope, the metering is in the AE prism. The LCD display shows film speed, film advance/film end, frame counter, flash status and Battery exhaustion warning. That's from the brochure, I don't actually own one as common sense keeps prevailing over GAS. For now.

Paul is right. You'd need the ae prism to get readings in the display. The ae prism is a very accurate meter by the way. I do own one.
