Strikes me as a lot of blather. There is one little gem in there, though -- let me paraphrase. "There ain't no rules."

It could be much more dry.
The proposals given at migration and emulation can be seen as violating copyrights.
Here in Germany a legal lecturer specialized on this issue even considers the mere high-resolution scanning of a print by the owning collector as violation.
