This Frustration may have finally been sorted out (if the intermediate shutter settings prove to actually work).
Between the very vague mention of it by a particular member of this forum, and the equally vague mention of it in the manual, I decided to try it out.
The meter registers the speed change, which is the nature of its design type, whether or not there is an actual change in speed.
The shutters design allows it to reliably achieve a variable speed only in its highest range, so these vague statements are likely correct.
