Any paper developer should work.

I am a bit confused by your question. Are you saying you want the print to have no tanning and does not use amidol? Setting aside the amidol reference for a minute, tanning is essential to the bromoil process. Can you please reword your question in more detail?

I gathered from different sources: for bleaching I must have a positive print with not tanned gelatin.

Ah, I see. The OP's link says:

use a developer having a minimal hardening effect on the gelatine of the paper: Amidol and Sodium Sulphite, or: Kodak Dektol diluted 1 part developer to 10 parts water.

I have never done bromoil but I think as MrBrowning says, most paper developers would be fine. Non-hardening fixer would be important.

Ned is spot on, as it's not the developer you should worry about, but the fixer.
