616 film developing workaround

I recently got a Kodak Special 616 folding camera, and going down a rabbit hole for it (especially trying to find a lab that can develop 616 film before buying some ).

Ended up finding a video on youtube for a workaround for 616/116 film by using a 2-reel developing tank and thought Id share here (and hopefully same some people some time/money looking to get a reel & tank to develop it) for those who've gone down the 616/116 film rabbit hole too who decide to develop it at home:

Thanks. A good idea. However the method of his delivery with a kind of throw-away quips left me a little confused. I failed to understand where the elastic( rubber) bands go or what they did?

If it was clear to you can you explain it to me

To me it seems that by putting a rubberband around the reels to hold them together, it's most likely a precaution "just to make sure the reels stay together while developing"
