Does anyone have the 4"x5" Graflex shutter dimensions so I can build a new shutter without removing and damaging the shutter in the camera?

Steve -- you mean the focal plane shutter curtain??? If so, I saw a dimensioned drawing on the internet a while ago but have no idea how to find it again.

... and I found the following: O = 4x5 inch opening. The other shutter slits are reported in a Graflex document (of unknown vintage) to be 1-1/2 inch, 3/4 inch, 3/8 inch, and 1/8 inch.

But how far from the start of the cloth curtain roll is the beginning of each slot?

Ya... that's a problem... knowing when do they start and how far apart. I'll keep looking on my drive because if I ever found a dimensioned drawing I would have saved it. But please don't hold your breath because I looked once and couldn't find it. I have been dreaming.

I may have to. This is the third tear for this NOS shutter and I do not have a replacement. If I do would you want to work with me and make several for ourselves?

I would, but unfortunately I have too many projects going and not getting any of them done. So I'm hoping (praying) that the FP shutter in my Anny keeps running and running. One of these days I need to rebuild a couple of Thornton Pickard shutters. Similar type of project but not as complex since only one opening in those.
