could someone suggest the best process for creating a digital negative on an epson 3800 for centennial printing out paper?

If you can get enough density, what 2.4 to 3.0!, from using colour inkjet negs I'd say go for it, otherwise QTR (RIP) would be the way to go.

your site has a lot of info, but does it require ChartThrob? i only have elements 6.0, because i use LightZone for most of my editing.

should i look at pdn? is there one i'm missing?

There's a selection on "Hand Curving" in case you can't run ChartThrob. You don't have to use the 101-Step wedge ChartThrob generates. You can use any black and white step wedge in your photo editor.
