Im a beginner. I attached a picture of a print of a 31 step wedge. It appears my print has been over exposed by 4 steps. Am I reading that correctly? Does the print more or less look "ok" as far as the number of steps that can be separated?

I used a 3% mix of Phalto Blue, 1:1 gum/dichromate(10% dichromate solution), for an total exposure of 3 min in my UV light box.

It appears my print has been over exposed by 4 steps.
So gum is less soluble where exposed hence darker. Doesn't it look like "underexposed" rather than "overexposed?" Also, shouldn't your tablet be right reading when you expose emulsion to emulsion. I do not have Stouffer's so I am not sure.

Hard to tell on your step wedge. Do you have Chris Anderson's 'Gum Printing" book? Her latest book describes using the step wedge on pages 39 and 40.

Also, it appears you have staining. I always had problems with Phalto blue.

To judge you need to cover half (length) of the wedge with the clear base support (this holds back some UV) of the neg material you will be using and the first two steps under that should be the same for correct exposure...
