21 1/4 Kodak Copying Ektanon

I have a 21 1/4 Kodak Copying Ektanon does anybody know if this can be machined to a Copal 3 shutter?

The Copying Ektanons are dialyte-type lenses, meant to compete with the Goerz Red Dot Artars. They are not that common, but have a fine reputation for resolution. Like the Artars, meant for close-up copy work but still excellent at infinity. Most of the few I've seen have reversed lettering on the beauty ring, as they were supplied with a reversing prism on the front for use in Photostat cameras.
Mounting in a shutter, SK Grimes will know. They may fit into shutters of their time, like an Ilex No. 5 Universal.

I guess you could use a Packard shutter too.
