Yes, but anything between 135 and 180 would be considered "normal", in the same way a 35 mm lens could be a wide normal and say, a 60 mm lens would be considered a long normal in 35mm photography.

Some addition to Jerevan's answer:
A Tessar will give you a smaller image-circle than the more expensive lenses like the Sironar, important to know if you want to use shifts with the TC.
