I have come to the same conclusion plus I do not enjoy making one or two sets of prints of every photograph so that I have something to look at for determining making any future enlargements. YMMV
First check that the batteries are fresh and that the battery contacts are clean. Then compare to Sunny 16 [Bright Sun light check the meter at f/16 and the shutter speed should be approximately 1/[film ISO]. If not then the meter needs to be adjusted.
I too have found that 1:1 approximates the replenished XTOL development times for the Jobo processor and I use that as a guide when there are no data points for developing in replenished XTOL/.

One could take developer in a sponge and locally sponge to darken. Then using a sponge with water to slow down or stop the development before deciding whether to continue.
